Cadet program project paper

I am required to cover the equipment portion of a made up police cadet program in Southern California. Its a group project so all of the following directions do not apply to me as I am only responsible for one portion (equipment). The equipment, the cost of the equipment and what will be needed for each cadet to start a cadet program. We will have 10 cadets.

Each task team should create an Cadet Program, with an associated fictional Academy
Make sure to explore the appropriate demographic in order to ensure the success of the program. The demographic of the program members must be consistent with the mainstream cultural priorities of that community (If it applies), and the demographic breakdown of the community.

The following issues must also be addressed:
Similar programs in actual cities in So CA, and their effectiveness
Overall long-term and short-term benefits to the city and county
Possibility of integration with other programs

Structure mandates:
Recruitment
Scope/Length of Program (12-month, 18-month, etc.)
Goals/Objectives of Program
Benefit to community via the program
Benefit to the Police Department and overall local crime rate
AGAIN… my only portion to right about is the equipment needed for each cadet such as

Pepper spray
Class A uniforms (formal)
Class B uniforms (casual)
One pair of A and B per cadet
Long sleeve and short sleeve of A and B
2-3 pairs of pants
Tailored and fitted
Boots
Badges
Name plates
Around 800 per uniform and equipment each person

THIS PAPER IS a 2-3 page outline towards the chief of police imposing what equipment is needed and how much  and what it will be used for. Convincing the chief to allow for the program and the benefits it will provide for the department.
